The number of white dots indicate the number of correct colours chosen. The number of black dots indicate the number of correct colours placed in their correct location.
In each case the placing of white and black dots does not have a direct bearing on the colours to their left hand side.
For example in the bottom row, the two black dots do not indicate that red and brown are in the correct position, only that two of the colours are. Additionally the white dot does not relate to blue bar only that another one of the colours is correct but in the wrong position.

Do the black dots at the bottom line mean red and brown are correct, and the white dot that the blue is not placed correctly?
It doesn´t look like according to the next lines up
