It does look like a problem with AccuWeather's data as being sent to me. I'm reluctant to put in manual fixes, because the behaviour and data centres could change at any time.
I've tried it from New Zealand, which also uses Daylight Saving Time (Summer Time) and it's one hour out as well. Also, when I go onto AccuWeather's site, they have the correct time - so I'm wondering if the weather data from AccuWeather sends the 'real' time (based on timezone) and also the summer time adjustment in a separate field perhaps? (Just a guess)
I'm only getting 1h difference, basically the time is being reported without the daylight saving time hour being added. This is what is being sent by AccuWeather, don't think I can manually force a workaround.
